Project Location: Shiheng Baoan Village South, Fucheng City Chemical Industry Park

Because the pre-baked anodes produced by Fucheng Changsheng Special Graphite Co., Ltd. are of good quality and have a high reputation among customers, sales are guaranteed. Facing the severe market situation, Fucheng Changsheng Special Graphite Co., Ltd. is preparing to invest 16508.74 ten thousand yuan to reconstruct the existing annual output of 6 ten thousand tons of large-size ultra-high-power graphite electrodes and 2 ten thousand tons of high-quality graphitized cathode projects. Utilizing existing calcination furnaces and molding workshops, adding some molding equipment; reconstructing the existing 2 calcination furnace; after the technical transformation, the annual output of 30 ten thousand tons of pre-baked anodes for aluminum electrolysis molding workshops and calcination furnaces will no longer be constructed, and the entire plant will form an annual output of 42 ten thousand tons of pre-baked anode production capacity. The project construction conforms to relevant national industrial policies.

II. Major Environmental Issues and Measures Taken

1 )Waste gas

The calcination furnace is equipped with 1 sets of 3 ammonia-based desulfurization towers + wet electrostatic precipitator +60m high exhaust stack( P2 ),and there are 1 sets of 2 ammonia-based desulfurization towers + wet electrostatic precipitators, and supporting construction of 1 sets of 99m high exhaust stack( P 1 ),as a backup; the calcination furnace waste gas uses S NCR denitrification '+3' sets of pre-dust removal '+3' sets of electrostatic tar precipitators + ammonia-based desulfurization towers + wet electrostatic precipitator +80m high exhaust stack( P3 ); the dust from the silo wind selection and conveying is sealed and collected, and then de-dusted by a bag dust collector, and then discharged through a 54 meter exhaust stack( P4P9 ); the grinding and kneading dust is sealed and collected, and then de-dusted by a bag dust collector, and then discharged through a 54 meter exhaust stack( P5P8 ); the crushing, screening, and batching dust is sealed and collected, and then de-dusted by a bag dust collector, and then discharged through a 54 meter exhaust stack( P6P7 ); the asphalt insulation and kneading molding waste gas is collected under negative pressure, and then treated by electrostatic tar removal, and then discharged through a 37 meter exhaust stack( P10 ); the calcination unloading dust is sealed and collected, and then de-dusted by a bag dust collector, and then discharged through a 54 meter exhaust stack( P11-P18 ); it can meet the requirements of the “Emission Standard for Pollutants in Aluminum Industry”( GB25465-2010 )、《 Emission Standard for Air Pollutants from Industrial Furnaces 》( DB37/2375 -2019 )、 Comprehensive Emission Standard for Air Pollutants”( GB16297-1996 )table 2 standard and “ Shandong Province Regional Comprehensive Emission Standard for Air Pollutants”( DB37/2376-2019 )table 1 general control area.

The buried wastewater station is sealed, the petroleum coke unloading and coarse crushing are carried out in the closed petroleum coke silo, a large fog cannon is installed around the jaw crusher for dust suppression, the petroleum coke and other raw material warehouses are regularly watered for dust suppression, and the raw materials are transported in a sealed manner. The boundary concentration can meet “Emission Standard for Pollutants in Aluminum Industry”( GB25465-2010 )、 “Emission Standard for Malodorous Pollutants”( GB14554-93 )table 1 Secondary standard requirements and “Comprehensive Emission Standard for Air Pollutants”( GB16297-1996 )table 2 Secondary standard.

2 Cooling water is recycled and not discharged externally, the washing water of the wet dust collector is used as make-up water for the desulfurization tower, and the desulfurization wastewater is transported to the ammonium sulfate preparation workshop through underground pipelines, and the treated water is reused in the desulfurization process. The drainage from the water treatment workshop and the boiler wastewater are reused for dust suppression in the petroleum coke warehouse. Domestic sewage is treated by an integrated domestic sewage treatment facility and then reused for dust suppression in the factory area.

3 Waste refractory materials are sold for comprehensive utilization, waste products (raw and cooked scraps) and dust collector bottom ash are returned to production, and ammonium sulfate, a by-product of desulfurization, is sold for comprehensive utilization Waste heat transfer oil and tar are entrusted to qualified units for disposal, and sludge and domestic garbage are transported by the sanitation department.

4 )Noise sources are crushing, grinding vibration molding, induced draft fan, air compressor machine Wait, 85 ~ 9 5dB(A) After implementing noise reduction measures such as sound insulation, foundation vibration reduction, selection of low-noise equipment, reasonable layout, enhanced management and lubrication during production, strengthened daily monitoring management, and increased greenery in the factory area, the project's factory boundary noise can meet the emission standards.

5 Relying on factory area existing fire fighting water pool, accident water pool A dike and drainage system is set up in the tank area, with risk emergency facilities, for production workshops, environmental protection device areas, tank areas warehouses, hazardous waste temporary storage rooms, wastewater treatment plant and wastewater collection pipelines etc. are leak-proof to prevent groundwater pollution.
