Emergency Response Plan for Environmental Incidents
To implement the requirements of the "People's Republic of China Emergency Response Law" and other national laws, regulations, and relevant documents, effectively prevent and respond to sudden environmental events, protect human life, and reduce property losses, this unit has organized relevant departments and institutions to compile the "Feicheng Changsheng Special Graphite Co., Ltd. Emergency Plan for Sudden Environmental Events." This plan is a normative document for this unit's emergency rescue, used to guide this unit's emergency rescue actions in response to sudden environmental events.
1. Scope:
This emergency plan applies to the emergency work for sudden environmental events within the entire plant of the Jinan Aohai Carbon Co., Ltd.'s 320,000-ton carbon electrode project.
2. Organizational Structure: Establish a company emergency rescue command center for sudden environmental pollution accidents.

Members: Environmental Protection Department, Safety Department, each production workshop, supply department, general office, electrical workshop, finance department.
3. Emergency Rescue:
(1) Emergency Rescue System. The personnel of the process using the pollutant or environmental protection facilities are the main force, other personnel of the unit where the process is located are the first reinforcement force, the Environmental Protection Department, Safety Department, dispatch room, maintenance department, company office, trade union, and members of various units as auxiliary forces, participating in the transportation of materials and rescue and guidance of personnel.
(2) The Environmental Protection Department organizes drills for sudden environmental accidents once a year.
4. Accident Reporting and Site Protection:
(1) Accident Reporting
1. After an environmental pollution accident occurs, the relevant units and individuals immediately report to the Environmental Protection Department, Production Department, and Office. If the environmental protection facilities are out of control, they must also report to the Maintenance Department.
2. While mobilizing personnel after receiving the report, the above-mentioned departments immediately report to the person in charge. After receiving the report, the person in charge immediately reports to the chairman.
3. The content of the report when an environmental pollution accident occurs mainly includes: (1) the unit and specific facilities and equipment where the pollution accident occurred; (2) the scope of the pollution accident; (3) whether there are any injured personnel and the number of injured personnel; (4) the surrounding roads and environment of the pollution accident; (5) the type of pollution accident.
(2) After ensuring safety, the department where the pollution accident occurred shall, under the organization of the on-duty foreman, use emergency backup materials to carry out preliminary containment and rescue work according to the emergency drill methods, preventing further spread of the pollution.
(3) After the accident occurs, the security team should quickly rush to the scene to maintain public order.
5. Accident Emergency Rescue:
(1) After receiving the alarm, the Environmental Protection Department should immediately report to the emergency rescue leadership group. The leadership group determines whether to activate this plan. If it is determined to activate this plan, an office command center is immediately formed according to this plan and rushes to the scene to carry out rescue operations. If external assistance is needed for rescue according to the accident situation, call: Public Security Command Center 110, medical assistance 120.
(2) During pollution rescue, when a pollution accident occurs, the personnel of the process where the accident occurred should first carry out rescue operations, and at the same time organize relevant personnel from various departments to assist in the rescue. If external rescue is required, immediately report to the Public Security Command Center.
(1) While organizing rescue operations, the rescue command group should immediately call "110" to request reinforcements according to the situation.
(2) When a general pollution accident occurs, carry out rescue operations according to the methods specified in the emergency measures list.
6. Accident Reporting and Investigation and Handling:
(1) Accident Reporting: After a sudden environmental event occurs, after the command center determines the level of the environmental event, report to the municipal government within 10 minutes, activate the government and regional linkage environmental event plan according to the level of the sudden environmental event, and report it level by level. The initial report shall be submitted within 10 minutes of the discovery of the event, the follow-up report shall be submitted at any time after clarifying the relevant basic information, and the report on the handling results shall be submitted immediately after the event is handled.
(2) Accident Investigation: After the emergency state is terminated, an accident investigation team composed of production, environmental protection, safety, and the unit where the sudden environmental event occurred shall be formed under the command of the deputy general manager of production to investigate the causes of the event, study and formulate preventive measures, protect the scene of the event, and if it is necessary to move items from the scene, markings and written records should be made. Provide data for further handling of the event, and report the accident to the relevant departments in a timely manner in accordance with relevant national regulations.
